Gov. Gary Herbert's proposed education budget for the next fiscal year is more than $5 billion, but some Utah legislators want to take it a step further.
Sen. Patricia Jones, (D-Salt Lake County), is the sponsor of Senate Bill 118, which would gradually phase out tax exemptions for families with children over a five-year period. Using the extra income generated from this, SB 118 would set up a funding plan that allocates the money to public schools for use on school improvement plans.
Speaking just outside the Senate chambers in the state capitol, Jones highlighted what the money could be used for.
Two days ago the Capitol steps were full of protesters demanding that the legislature do something to clean up Utah’s air. Today the commotion was inside the chambers as the general legislature session opened. When asked what they’re hearing from constituents, majority and minority leaders in both the house and the senate said "air quality".

It has been a dry winter so far for Utah, and new data from the precipitation measuring system SNOTEL confirms that the state, and much of the West, is in for a dry year.
Federally run SNOTEL sensors are distributed around the state. They take measurements on things like snow depth and soil moisture levels, which can be used to help water managers decide how to allocate water.
